Prof. Shivji Azungumza na AzamTV: Siku 50 za Rais Magufuli na Ujenzi wa Uchumi wa Kitaifa

Shivji‘ChechezaAfrikaMpya’ inawaletea mahojiano baina ya Prof. Issa Shivji na AzamTV yaliyofanyika tarehe 16/12/2015 juu ya “Siku 50 za Rais Magufuli”. Katika mahojiano haya Prof. Shivji anaainisha mwelekeo wa Rais Magufuli, kwa kuchambua hotuba ya Rais kwa wafanyabiashara tarehe 3 Desemba 2015. Hoja ya Prof. Shivji ni kwamba mwelekeo wa Rais ni kuchukua hatua za awali za kujenga uchumi wa kitaifa (national economy), na katika mahojiano haya Prof. Shivji anachambua sifa na masharti ya uchumi wa aina hiyo.

  1. Shukrani Wana-Cheche. Nimemsikiliza Profu na kusoma talking notes zake. Zimenisaidia kuwa na mtazamo chanya (kidogo/kiasi) kuhusu mwelekeo wa uchumi wa nchi. Kwa kweli nilikuwa na mtazamo hasi (kwa kiasi fulani) kutokana na jinsi nilivyoona kwamba hotuba ya wafanyabiashara bado imejikita sana kwenye dhana ya mfumo wa ‘uchumi wa soko’ ambao unaongozwa zaidi na ‘sekta binafsi’ kama injini ya maendeleo kama ilivyokuwa 1995-2000.     Swali langu sasa ni hili: Je, huu uchumi wa kitaifa (national economy) anaouongelea Profu unawezaje kujengwa na hao mabepari wa kizalendo (national bourgeoisie) 2015-2000 kama sheria na sera za uliberali mamboleo (neoliberalism) bado zipo na washirika wakuu wa kuziendeleza bado wana mkono katika mwelekeo wa viongozi wetu na taifa letu?

    • Nimeipenda sana comment ya Chambi. Inatufikirisha. Baada ya kusoma posting yake juu ya waziri alyeteuliwa kuongoza wizara ya fedha, nikajitahadharisha – hapa kuna uwezekano wa kuturejesha kwenye mwelekeo wa Weldi Benki (WB) wa KUTANDAWAZISHA (globalise) uchumi wetu zaidi ambao ni kinyume na mwelekeo wa kujenga uchumi wa kitaifa. Kunahaja ya kuchambua messages za Dr. Mpango alizonukuu Chambi katika blog yake ya Udadisi. Swali ni: kama kweli Rais Magufuli ana dhamira ya kuchukua hatua za kujenga uchumi wa kitaifa, je, anaweza kuendelea na sera na mielekeo ya uliberali mamboleo bila kuzibadilisha hata chembe?

      Tafakari migongano michache tu kati ya dhana za uchumi wa kitaifa na zile za uliberali mambo leo:

      1. Uchumi wa Kitaifa (UK) unailenga, awali ya yote, soko ya ndani na mahitaji ya waliowengi (mass goods). Uliberali Mamboleo (UM) unakita kwenye kuexport – yaani katika msamiati wa WB, export-led growth.

      2. UK unasisitiza umuhimu wa kuhakikisha kwamba wawekezaji (wa ndani na nje), wanaheshimu na kutii sheria za kazi na uhuru wa vyama vya wafanyakazi kutetea haki za wavujajasho; bila hio unyonyaji unaweza ukapita kiasi na Kiongozi anaweza akapoteza uhalali na sapoti ya umma. UM unaketi kwenye (a) EPZ (special economic zones) ambamo sheria za kazi zinaweza zisiapply ili kuwavutia wawekezaji na (b) inasisitiza “flexible labour regime” (maneno ambayo maana yake halisi ni wafanyakazi kutokuwa na uhakika wa ajira – yaani waajiri kuwa na haki ya kuhire na fire bila vikwazo.)

      3. UK unakita kutumia technology itakayopanua ajira; kwa upande wa UM upanuaji wa ajira sio kigezo.

      4. Kigezo muhimu wa UK ni kutumia malighafi ya ndani. UM haijali hiyo – ujumbe mojawapo wa Dr Mpango ni kuwa na hi-tech viwanda bila kujali kama vina “backward na forward linkages”.

      5. UK unassume kwamba serikali itadhibiti kwa karibu sana, au hata kumiliki, sekta za fedha, nishati, na ardhi na rasilimali. Bila udhabiti huu, serikali haitakuwa na uwezo wa Kupanga (Plan) na kuelekeza uchumi kwenye lengo lake. UM, na wasemaji wake, hushinikiza kwamba sekta zote zibinafsishwe na ziendeshwe kwa nguvu za soko huria.

      Na kadhalika, na kadhalika.

      Kwa upande wangu, angalau fikra za rais zinapotential ya kutufanya tujadili mambo haya seriously, kwa upana na undani wake. Tuendelee na mazungumzo …

        I read your comment and the response of Prof Shifji on the same and my comment is as follows here below:

        Nadhani kutandawazisha uchumi wetu ndiyo njia pekee itakayofanikisha kujenga Uchumi wa Kitaifa hadi kuufikisha kuwa miongoni mwa chumi zilizo imara na shindani zaidi Duniani zinazoongozwa na sekta binafsi.

        Ni kwa kuwa haitawezekana kamwe kuijenga timu yetu ya Taifa Stars hadi kuifikisha kuwa miongoni mwa timu zilizo imara na shindani zaidi Duniani bila kuishirikisha kwenye mapambano ya kimataifa yanayoendelea kwa kuhusisha timu zilizo imara na shindani zaidi Duniani.

        Hata hivyo, kutandawazisha uchumi wetu ili kuwezesha kuujenga hadi kuufikisha kuwa Uchumi wa Kitaifa unaoongozwa na sekta binafsi ya ndani na ulio miongoni mwa chumi zilizo imara na shindani zaidi Duniani hakutafanikisha lengo kama hatua za makusudi kitaifa hazitachukuliwa dhidi ya udhaifu wa Taifa letu kutokuwa na sekta binafsi iliyo na uwezo kushindania fursa ziliko ndani ya Tanzania na kwingeneko ndani ya Utandawazi na sekta binafsi za nchi/chumi nyingine nyingi Duniani zilizo imara na shindani sana kutuzidi.

        Hatua kama hizo zinaweza kujumuisha incentivization of partnerships kati ya wawekezaji wa ndani na wa nje dhidi ya wawekezaji wa nje watakaowekeza Tanzania bila kushirikiana na watanzania ili kuwezesha partnerships kati ya watanzania na wageni zinazotoa fursa kwa watanzania za kujifunza kutoka kwa wenzao wa kigeni walio na uzoefu wa kutosha ziweze kuchukua hatamu kwenye ujenzi wa Uchumi wa Kitaifa ulio mikononi mwa watanzania wenyewe.

        Pia, kwenye biashara kubwa kubwa kama za uzalishali mkubwa wa umeme na uendelezaji na uvunaji mkubwa wa raslimali za asili kama madini, mafuta na gesi asilia, samaki wa baharini n.k., Serikali ya Tanzania inaweza kuwekeza na kuendelea kuwekeza ili kukuza ushiriki wa waTanzania hadi hapo Sekta binafsi hapa nchini itakapokuwa imejijenga na kuimarika vya kutosha kuwa shindani ulimwenguni na mhimili wa ushiriki wa kitaifa tosha kwenye ujenzi wa Uchumi wa Kitaifa hadi kuufikisha kuwa miongoni mwa chumi zilizo imara na shindani zaidi duniani.
        Hivyo hivyo, naunga mkono wote wanaoamini lengo kwenye ujenzi wa Uchumi wa Kitaifa ni lazima liwe ni exporting of high tech manufactured goods kwa sababu continuing advances in the application of high technologies zinazojumuisha automation ndizo inayowezesha chumi zilizoendelea ziweze kuendelea kutawala masoko ya bidhaa za viwandani Duniani.

        Ni kwa sababu continuing advances in the application high technologies zinazojumuisha automation kwenye uzalishaji wa bidhaa za viwanda huongeza productivity na quality of manufactured goods huku zikipunguza gharama za kuzizalisha na kuzifanya ziendelee kuwa shindani zaidi Duniani.

        Pia, ni kwa sababu kwamba soko la Dunia halina uhaba wa bidhaa bora za viwandani na njia pekee itakayoiwezesha Tanzania kujenga Uchumi wa Kitaifa ulio wa viwanda hadi kuufikisha kuwa miongoni mwa Chumi zilizo imara na shindani zaidi Duniani ni kuwekekeza vivutio vya ndani vitatakavyovutia baadhi ya leading high tech manufacturers Duniani kuhamisha viwanda vyao kutoka kwingineko viliko na kuvileta Tanzania na kuiwezesha kupata mgawo wa kutosha wa high tech manufacturing inayoongoza uchumi wa Dunia.

        Pia, ni kwa sababu kwamba Lengo la kujenga Uchumi wa kitaifa uliolenga soko la ndani na mali ghafi za ndani halitafanikisha kwa sababu soko la ndani na hata la Ukanda wa Afrika ya Mashariki nay a Kati bado nidogo sana na malighafi za ndani zitakuwa kidogo sana kuweza kuwezesha ujenzi wa Uchumi wa Kitaifa hadi kuufikisha kuwa miongoni mwa chumi za viwanda zilizo imara na shindani zaidi Duniani.

        Pia, lengo la kujenga Uchumi wa Kitaifa uliolenga kukuza ajira viwandani (yaani kujenga manual industries) hautafanikisha kwa sababu bidhaa zitakazozalishwa na manual technologies za zamani kamwe hazitakuwa shindani kwenye soko la ndani na la Duniani utandawazi na bidhaa zilizozalishwa kwingineko na high technologies zinazojumuisha automation in terms of productivity, quality and price competitiveness.
        Hivyo jitihada za kutaka kufufua viwanda vyetu vilivyosimama muda mrefu ambavyo vingi ni manual technologies za kizamani kamwe hakutafanikiwa kwa sababu sio rahisi kuvigeuza manual industries zetu za zamani kuwa high techonologies zinazojumuisha automation za kisasa zinazotawala chumi kubwa za viwanda Duniani kwa sasa.

        Hayo ndiyo niyaonayo kuwa muhimu sana kwa Serikali yetu ya awamu ya tano kuzingatia kwenye harakati zake za kutaka kujenga Uchumi wa Kitaifa ulio wa viwanda hadi kuufikisha kuwa miongoni mwa chumi zilizo imara na shindani zaidi Duniani. It all about how Tanzania could adapt most effectively into the Globalized world markets in which it yet to become one of its competitive players.

  2. Wanamapinduzi barani Afrika wanasubiri kwa hamu kuu kumsikia Rais Magufuli akizungumzia mwelekeo na msimamo wake wa siasa baada ya upishi ambao bila shaka unaendelea kama asemavyo Profesa Issa Shivji.

  3. Chambi Chachage and Prof. Issa Shivji have provoked my thinking this morning. The contrast between President Magufuli’s speech to the business community and his choice of Dr. Mpango as his Finance Minister demonstrate the possible danger and indeed potential contradiction of speaking ideologically left and acting right; promising a better focus on social welfare expectations for the poor using a neoliberal logic. Is this a feasible danger in Tanzania today? Do we need to be more careful and more probing with what President Magufuli promises? I am watching the space but also reminded we had similar concerns about President Obama’s economic team. Recall it had Larry Summers, former World Bank Chief Economist? Where are our academics to pay close attention to the unfolding situation in Tanzania and provide a comparative analysis with other East African countries.

  4. Rais Magufuli amegusa nyoyo za Waafrika wengi pahali pengi kwa sababu ya usaliti wa miaka mingi wa kiuchumi na kisiasa na viongozi wao. Swali kuu sasa ni kama Magufuli ana wanamapinduzi kama Che katika timu yake ya kuilekeza Tanzania katika Dunia ya Maendeleo ikimulikiwa njia na itikadi ya Ujamaa wa Kidemokrasia iliyonufaisha nchi za Scandinavia. Muhimu zaidi, Mgufuli mwenyewe ana ari na ujasiri wa Fidel Castro? Pamoja na kuwa na nia endelevu, Magufuli atakuwa na ujasiri kuunda timu ya wanamapinduzi badala ya kujaribu kutegemea mahafidhina waliofeli jana kujenga Tanzania Mpya?

  5. Magufuli’s economic circle is full of neoliberal zealots: apart from Mpango, the BOT is headed by a former WB economist, Benno Ndulu and the treasury by a financier Lawrence Mafuru. One may want to contrast Magufuli’s speech to the business community, and “his” orders to the heads of parastatals and institutions (through the treasury registrar) which required them to run without depending on government subsidies. Universities have been told to admit more students and do more consultancy to generate more income. Parastatals have been told to imitate the private sector by reducing the number of employees. And TANESCO – the state owned power (generation and) supply company – is going to be privatized, yes, to locals in a bid to create the national bourgeoisie. The so called national bourgeoisie does not exist in Tanzania. It has to be nurtured. We have not talked about the costs of creating the national bourgeoisie and who pays them. It is as if there only two paths: one of imperialist dispossession and another of national bourgeois exploitation. Isn’t there a third way? A revolutionary path where the working people will not only fight and defeat imperialism but also take charge of the economy. As far as the Magufuli debate I have chosen the skeptical side (Read my article in Raia Mwema: http://www.raiamwema.co.tz/warasimu-wanamhujumu-magufuli-1). Magufuli’s past and some of the neoliberal measures undertaken by his government makes the skeptical side a safe one. Sabatho Nyamsenda

      I have some comments on some of the issues you raised here below:

      Denying parastatals and institutions like TANESCO, TRC and TAZARA which are core in the stimulation of flow investments into the local economy but not serving much of it due to the costly local environment they operate in would compromise their attraction of investments into the local economy even further!

      ‘’Parastatals have been told to imitate the private sector by reducing the number of employees’’

      How reduction of number of employees in Parastatals is going to create new jobs for growing number of jobless youths and graduates? Expected the Parastatals would be advised to enhance efficiency and capacity in order to justify the increasing of number of employees instead.

      ‘’And TANESCO – the state owned power (generation and) supply company – is going to be privatized, yes, to locals in a bid to create the national bourgeoisie’’:

      The intended creation of national bourgeoisie /private sector led significant growth in the national economy is not going to be achieved through the said privatization of TANESCO to locals.

      The local population of more than 50 million plus its slowly evolving private sector still on less than 1000 MW of very unreliable and costly electricity won’t be able to mobilize the huge seed capital involved in the must deployment of not less than 15000 MW of global competitive local electricity supply aimed for significant growth in national economy would be powered from.

      Moreover, the high profits local/foreign private sectors would be in local power supply for escalate the costs involved, hence making local power supply less supportive in the intended creation of national bourgeoisie /private sector led significant growth in the national economy through the said privatization.

      In the absence of local private sector which is already capable enough to take lead in the deployment of the huge megawatts of electricity the significant growth in national economy would be powered from, expected the Government would invest and remain investing as the majority shareholder in the deployment of the main sources of the huge megawatts of global competitive local electricity the aimed for significant growth in national economy would power from.

      As the private sector would be in the local power supply for huge profits at the expense of power consumers and growth of investing in the national economy, the government would avoid such profits to enable local power supply to sell cheaper, hence become more attractive to the global investments which earn the national economy more than the private sector extracting direct profits from the local power supply earn it.

      ‘’A revolutionary path where the working people will not only fight and defeat imperialism but also take charge of the economy”:

      I think the world already had more than enough of these (I would call socialist experiments) which failed to deliver people’s expectations everywhere they were tested in the developing world, when most of the countries such as South Korea, India, Taiwan, Singapore, Mauritius and many others which pursued the western bourgeoisie led development of national economy succeeded in achieving expectations of all national stakeholders at best.

Thanks Prof. Issa Shivji in sparking this debated on question of national economy and struggle of building a social democratic state navigated by national bourgeoisie, which does exist in East Africa, President John Pombe Magufuli may aspire to be a nationalist politician to defend national economy and national interest but the region since collapse of East Africa and death of Mwalimu Nyerere who was ideologue of Social justice in Africa….. East Africa has become a home for imperialist intervention and laboratory of inherent violent neoliberal economic order that manifest in Unganda Kenya Tanzania Rwanda and the basket case of Burundi is this political chaos of neoliberalism.
    The Question is not President Magufuli to answer as Willy Mutunga and Koigi Wamwere pose !…the Question whether Magufuli will develop a new alternative social justice economic path is not for him and Tanzania ..Its a regional question and Africa question And Issa Shivji as started in fermenting this discussion and debate ..that need to be taken next level…. in different spaces…Thanks to Magufuli for also having courage to even dare ..to think … about Uchumi wa Kitaifa..Nyerere alijenga Taifa….The struggle Continue.

Kwa sasa tunamuuliza Magufuli maswali, sio ya kumlemaza lakini ya kumchanga moto sio kwa sababu tunamuombea mabaya, lakini kwa sababu, hata kama tungetaka kazi yake iwemo kila pahali Afrika, kwa sasa ni yeye aliyemo jukwaani la historian na sharti tumtumie kama rejereo la mjadala.

      Hata bila ya kumwelewa Rais Magufuli kwa kina, dira na hatima halisi ya safari yake, tunamtakia kila la heri katika juhudi zake zinazoonekana kama za kuleta uchumi wa kitaifa Tanzania – kama tafsiri hii kweli ni sahihi. Tunamkimbilia Magufuli kama wadudu wanavyokimbilia taa gizani kwa sababu, hata kama si mkamilifu, tumesalitiwa kutosha na viongozi tapeli na tunamtafuta yeyote anayeweza kutuletea wokovu wa kisiasa na kiuchumi.

      Lakini tunamtakia Magufuli ufaulu katika zaidi ya uchumi wa kitaifa. Tunamtakia mapinduzi ya hatimaye kutumia uchumi wa kitaifa kama msingi wa kujenga uchumi na siasa za Ujamaa wa Kidemokrasia ili watu wa matabaka ya chini nao wafaidi na mabadiliko yake. Kama mabadiliko ya Magufuli hayatapita uchumi wa kitaifa, yake yatakuwa ni mapinduzi ya kuwafaa mabepari peke yao, huku maskini wakipata tu makombo ya kazi ndogondogo na mishahara finyu yakuwazuia wasife, bila ya kuendeleza maisha yao. Basi lazima tumshajishe Magufuli ajenge zaidi ya uchumi wa kitaifa kwa kujenga “Welfare State” au uchumi wa kumilikiwa na kuhudumia watu wote na hasa watu wa chini kwa kuwatolea huduma za lazima kama vile elimu na matibabu bila malipo wasiyoyamudu. Ni kweli paradiso inawezekana humu duniani, lakini lazima tudiriki kuijenga kama zilivyofanya jamii za Skandinavia.

      Tunamtakia Magufuli ashinde alipo kwani ushindi wake Tanzania utaipa Afrika Mashariki na Afrika matumaini ya kushinda pia. Kamwe hatukosi kuelewa kwamba Magufuli asiposhinda, nasi tutakuwa tumeshindwa na tena kutumbukia katika lindi la utamaufu. Ushinde kama vile ushindi huambukizanwa kama maradhi.

      Hata kama hajatangaza ilani ya kimapinduzi, na chama chake ni CCM iliyoua Azimio la Arusha, tunamuomba Magufuli asivunjwe moyo na wenzake katika CCM na aende njia ya mapinduzi. Ili afanye hivyo, tunaomba Magufuli awaalike wanamapinduzi wote wa CCM, Tanzania, na hata Afrika katika mradi huu wa kujenga Tanzania ya watu wote na sio tu mabepari wa Tanzania. Ndio, uchumi wa kitaifa utakaojenga viwanda vitakavyomilikiwa na Watanzia wenyewe utakuwa ni hatua kubwa ya kuendeleza Tanzania na Afrika. Lakini Magufuli asijenge tu uchumi wa kitaifa kwa faida ya mabepari tu. Alenge kujenga nchi ya Ujamaa wa Kidemokrasia itakayosawazisha na kuhakikishia Watanzania wote neema. Inshallah. Suluhu la matatizo ya Tanzania litakuwa ni itikadi itakayojenga mfumo wa kiuchumi na kisiasa utakaosawazisha jamii na umilikishe watu wote uchumi utakaogawia kila Mtanzania matunda ya jasho lake.

Lakini Magufuli asijenge tu uchumi wa kitaifa kwa faida ya mabepari tu. Alenge kujenga nchi ya Ujamaa wa Kidemokrasia itakayosawazisha na kuhakikishia Watanzania wote neema. Inshallah. Suluhu la matatizo ya Tanzania litakuwa ni itikadi itakayojenga mfumo wa kiuchumi na kisiasa utakaosawazisha jamii na umilikishe watu wote uchumi utakaogawia kila Mtanzania matunda ya jasho lake.

Koigi wa Wamwere: Rais Magufuli asiulizwe maswali bali apewe ushari utakaomsaidia kwenye utekelezaji wa majukumu yake ya kuwasimamia watanzania walioko kwenye ujenzi wa uchumi wa taifa lao kama ninavyofanya hapa:Why the main focus of Tanzania’s fifth phase Government investing for growth in the national economy should be in the development of its undeveloped large scale power generation potentials to obtain a local power supply which is one of the most global competitive in the attracting of flow of investments into local economies, as well as, in the exploration to add value on Tanzania’s mineral prospects to enhance their attractiveness for further PPP investments in which the Government would qualify for more shares in their ownerships, hence more share of the revenues development and exploitation of the prospects would realize.What matters most in the in the national efforts to enhance growth in the national economies is the prioritization of Government and national investing in the development of natural gifts of global competitive power generation potentials and mineral prospects. Simply because, it is the growth of national economy would enhance the provision of national social services, and not the other way round Tanzanians and their Government are mostly on!

For those of us who have been in Dr Mpango\’s classroom walls during the 2001/2012, his last term at UDSM before he left for World Bank, we understand for sure that President Magufuli\’s dreams especially on \”Serikali ya Viiwanda\” shall never materialize\”. I remember one of the courses he taught (Economic Policy, Planning and Programming) and his emphasis on World Bank economic, social, and political policies, and probably that is why they took him to work closer to practice those exploitative and dominative policies, much he thought about economics was \”the Washington Consensus\” and \”The Four tigers\”. Beginning with Washington Consensus the song began and ended like this: 1. Fiscal policy discipline, with avoidance of large fiscal deficits relative to GDP;2. Redirection of public spending from subsidies (\”especially indiscriminate subsidies\”) toward broad-based provision of key pro-growth, pro-poor services like primary education, primary health care and infrastructure investment;3. Tax reform, broadening the tax base and adopting moderate marginal tax rates;4. Interest rates that are market determined and positive (but moderate) in real terms;5. Competitive exchange rates;6. Trade liberalization: liberalization of imports, with particular emphasis on elimination of quantitative restrictions (licensing, etc.); any trade protection to be provided by low and relatively uniform tariffs;7. Liberalization of inward foreign direct investment;8. Privatization of state enterprises;9. Deregulation: abolition of regulations that impede market entry or restrict competition, except for those justified on safety, environmental and consumer protection grounds, and prudential oversight of financial institutions;10. Legal security for property rights.These and other Washington-driven institutional policies have never been friendly to developing countries. Thus, if President Magufuli\’s government under Dr. Mpango want to have \”industrial revolution\” led by minimal government interventions in this century, these principles would have to be reviewed, and not preached in practice. For example evidence shows that some economically successful Asian countries such as Singapore, Indonesia, and South Korea, have over the past ten years, abandoned the IMF and World Bank principles, which have never been in favour of developing economies.

    • Mislay: With Mpango (who is for cautious globalization and high tech industrial sector for Tanzania) the Minister of Finance, And Mhongo (who is for not less than 10,000-15,000 MW of electricity to power industrial sector in Tanzani) the Minister of Energy and Minerals, President Magufuli’s dreams on Serikali ya Viwanda is going to materialize for sure. The only way Tanzania could become an industrial economy is to globalize its economy and deploy conducive environment (e.g. plenty of cheap electricity) for global manufactures to move/expand in the way they already moved/expanded into the underdeveloped economies of Asia they transformed into fastest industrializing economies in the world. The only thing WB does is to help the willing backward economies into globalization where they will learn and grow through competitions for wealth creation opportunities with the most experienced and powerful economies in the world. Once in globalization, WB won’t be there couch the new entries like Tanzania how to compete with the powerful competitors. And, ignore what Minister Mpango believed in long ago when he was still teaching at UDSM because through new experiences on the job, people understanding of things improve and impact on their actions accordingly.

      I can only add that the Good Samaritan WB which loves all underdeveloped populations like Tanzanians it has struggled all along to help out of the total backwardness they are still languishing in, and therefore knows from experience aid wouldn’t liberate them out of it, is now honestly and correctly helping them into globalization to learn and develop the hardest ways the most powerful and richest populations developed through the wealth creation games which enabled them all onto the high levels of total progress they are all enjoying.

      Aid avoidance plus self-reliance powered cautious participation in the wealth creation games all most powerful and richest populations on Earth are on in their presence in globalization, and through which all are achieving the highest levels of total progress they already all enjoying is the only way most underdeveloped populations like Tanzanians could develop sustainably into the list of the most successful populations on Earth.
